Just to verify, yes the "entity_type" and "relationship_type" tables should 
exist already in every DSpace 7.x instance.  By default they are empty 
tables. But, once you run that "initialize-entities" command, they are 
populated with the Entities & Relationships that are specified in the file 
you pass to that command.
