That is a problem that we faced since we have many collections. One thing 
we did to manage it is to create an Approvers group which includes the IR 
manager and a couple of other repository staff. We add the Approvers group 
to all approval groups. That way if our staff changes, we only have to 
change the staff member in one place: membership in the Approvers group, 
rather than each individual collection. It might be easiest to check the 
collections from the Administer Authorization Policies page, 
https://vtechworks.lib.vt.edu/admin/authorize.
