Hello Jorge,
this is not a bug - in fact the subject field is repeatable, although it
does not have an "Add more" button. The input type "tag" just looks a
little bit different... You can add multiple fields here just by hitting
enter, after you have typed a subject. If you think, this is not
intuitive enough, you can change the input type into "onebox" - there
you will have the button "Add more" to add more fields.

revising the submission-forms.xml I was going to modify the dc.subject
