If so, that unfortunately cannot take the URL of a CSV as an input. It requires the CSV file to be either uploaded via the Admin UI or referenced locally from commandline. My only idea would be to see if you can "mount" or connect your Google Drive to a local directory. Then DSpace should see those CSV files as local files, and you may be able to import them in the same way as local files.
