Hi, No, DSpace cannot harvest from Google Scholar. Google Scholar doesn't allow any systems to harvest from it.
DSpace *can* harvest from sites that provide an OAI-PMH endpoint though, see https://wiki.lyrasis.org/display/DSDOC7x/OAI#OAI-OAI-PMH/OAI-OREHarvester(Client) But, that requires that the academic institution has a system which shares an OAI-PMH endpoint that allows for external harvesting.
