This sounds like this "Common Installation 
Issue":

Usually it is a sign of a communication issue between the User Interface 
and Backend (REST API).   You may want to double check the configs as 
described there.  If it's intermittent, it could even be a networking 
issue, or possibly a misconfigured firewall or proxy which is blocking some 
requests from the UI to reach the REST API.
