Hello Maksim,
that may have different reasons. I would check, if you have built your
duplicate index properly (you may check that in your solr directory
directly - if it's not filled, build it with bin/dspace
index-deduplication). Also verify, that the consumer in your local.cfg
is enabled (event.dispatcher.default.consumers should contain the value
dedup). Another thing to check is item-submission.xml. Your submission
form definition should contain the detect-duplicate step.
