Hi, The error you are seeing is one that can occur when Solr is unavailable or down. See this bug ticket: https://github.com/DSpace/DSpace/issues/9217
So, make sure that Solr is running *before* you start up Tomcat. You also may want to look to upgrade in the future, as this error no longer will occur if you are running 7.6.2 or 8.0. (That said, you should be able to avoid it by just starting up Solr before you start up Tomcat).
