Dear Rachel, As far as I'm aware, for deposits the symplectic user you configure in DSpace needs to be a full Administrator as it uses a number of Administrator only API endpoints. Aside from the issues you raise you will also likely experience issues with workflow items if you try and constrain the symplectic user to a lesser role (eg collection adminstrator).
The RT2 documentation (https://support.symplectic.co.uk/support/solutions/articles/6000166645-repository-tools-2-configuring-dspace) does imply that for harvest only the user only needs to be able to access private items, although they aren't clear what they mean by 'private' - it might be worth raising a support ticket to clarify if this includes embargoed items (bitstreams and metadata), withdrawn items or those made non-discoverable through the DSpace UI.
