You need to access your solr server via the internal URL or the IP address (eventually localhost if it is installed on the same server than the REST API) not via the public URL https://scholworks.durhamcollege.net:8983/solr/search Change the solr.server property in your dspace.cfg/local.cfg The default is probably what you need. solr.server = http://localhost:8983/solr

here and I am hoping that someone can provide some guidance. Initially I thought it was my use of server.xml in /conf/Catalina/localhost so I tried the other method of copying /webapps/ with the same result so that got me thinking about my actual setup.
