We need to make items in a specific collection that are rejected in the
workflow and returned to the submitter available for editing by a group.
The way to do this is by making all items in that collection supervised by
a group. We'll do this via database scripting. We've noticed that inserting
a record into the supervision_orders table isn't enough to achieve this.
What else do I need to change?
