Hi,
What are your current creative commons ("cc") settings in dspace.cfg? One
thing to check is if you have "cc.license.required=true" in your config,
and switch it back to false if so. (default switched off in dspace.cfg
<https://github.com/DSpace/DSpace/blob/59be01d2ae392414b335d12109f0e2fab357f9f4/dspace/config/dspace.cfg#L1317>
).
Hope that gives an idea.
