This should be easy, or is it not?

I have a group of users named "Submitters" that I have configured as 
submitters in the submission workflow. However, and surprisingly, I noticed 
that they can not edit the metadata of items, including those they 
submitted. The only workaround I have found is to make them collection 
administrators to allow them to edit those item metadata. But making them 
collection adminsitrators gives them too much powers including the ability 
to delete the collection and its items.
Adding them to a policy with WRITE permission allows them to edit the 
collection metadata (name, description, etc) but not the metadata of the 
collection's items.

Is there a way to give my "Submitters" group the ability to submit and 
still edit the metadata of archived items without making them collection 
administrators?
