Hi Carolyn,

Yes, the migration to OpenPolicyFinder was completed - however, it is 
currently only on DSpace 10.0.  
Manual backports to 9.x <https://github.com/DSpace/DSpace/pull/12314> and 
8.x <https://github.com/DSpace/DSpace/pull/12315> are underway but not yet 
released (including the PR you linked), so the earliest version to 
incorporate the migration will be 8.5.

In the meantime, it looks like the discontinuation of Sherpa API has been 
delayed 
to July <https://openpolicyfinder.jisc.ac.uk/whats-new/07-05-2026>.
