I would also recommend looking through Common Installation Issues <https://wiki.lyrasis.org/spaces/DSDOC10x/pages/408944708/Installing+DSpace#InstallingDSpace-CommonInstallationIssues> for any similarities because sometimes those issues can occur outside of an upgrade process. You could also try stopping and restarting the UI, though it might be best to check for errors before that.
Second, are you still able to log in as a site admin and get to Access Control -> EPeople via the menu (or manually by going to /access-control/epeople)? If so, you can confirm if the users and groups still have the settings you expect. For extra context, are you aware of any other updates made recently to your DSpace instance, if not to the permissions (minor version upgrade, configuration changes, anything like that)?
