At HP Labs, we're currently working on an experimental extension to DSpace (so-called "peer-based federation") that would enable this kind of functionality. It's not ready for "production" use yet, but it's getting close. If you like, I can keep you informed on progress, or even make patches available for you to experiment with. At some point in the near future (after OR 2007) I hope to make a page on the DSpace wiki describing the project, and gathering community feedback before releasing it for general use. As far as I know, the only other option that doesn't require significant effort would be to merge the two repositories, but I doubt this is a viable solution for you.
