Good point, that message looked like random garbage.
I've updated the Project:Protected_page message, and the message for
anonymous users found in the Special:Allmessages page
(MediaWiki:Whitelistedittext), to be informative about the current state
of things. If that changes, they should be updated again, but at least
now we know where to look.
