The best thing to do probably depends on why you need to do this. Although the data model + APIs allow you to have the same bitstream in >1 item, this hasn't been tested and there are no UIs for doing it.
Are you hoping to save on storage? Or have one place to manage authorisation for the bitstream? Or something else?
