I don't think that's it. I think the documentation is just covering the case where a pre-built (or even self-compiled) installation doesn't already have unicode support compiled in. It could be that a binary package downloaded didn't include it, or that it was compiled locally in the past, but unicode support was omitted for whatever reason.
