Brian, Could you also post the error log message from Tomcat/DSpace, to get more details on the "Internal Server Error" that you are seeing?
More description of the underlying error should be logged in either [tomcat]/logs or [dspace]/log/dspace.log (or both) Without the actual underlying error message it's hard to say what is going on. You first "ListSets" request should have been a valid one (assuming you have tomcat running on port 8180, and haven't renamed the dspace-oai.war).
