I've also created a patch called the "Configurable Submission System", 
which allows you to configure the ordering and number of steps in the 
submission process (via an XML config file).

Currently, I can only guarantee the patch will work for DSpace 1.4 (we 
are just now in the process of upgrading to 1.4.1).  In addition, in my 
spare time I've been preparing this patch to be released as part of the 
eventual DSpace 1.5 (which would probably be released in the next 3-4 
months or so).
