Thanks!  I forgot to delete the dspace and dspace-oai directories in tomcat.

please do use the mailing lists for DSpace related questions, as 
anything else is lost to the DSpace community.

Seems as if you did not follow the instructions.
Here is an example to try in a test environment!

Place the 2 attached files in jsp/layout
and change the layout tag in home.jsp to

<dspace:layout locbar="off" style="dummy" titlekey="jsp.home.title" 
feedData="<%= feedData %>">

Run ant update and deploy the new dspace.war.

You should then see "This is a Test" in both header and footer on 
accessing the home page of the test installation.
