This error is being thrown because the database structure already exists. How are you able to "access and browse" items if you can't submit them? It's difficult to figure out exactly how far you've got with your installation; if you haven't successfully completed a fresh_install, you shouldn't deploy the WARs and start using DSpace. Deploying DSpace half-built is definitely a Bad Idea. If there is no content in your database, I would recommend dropping it and starting again with a fresh_install.
