I agree that the wording of that upgrade step is rather confusing. 
However, the implication is not that the "jsp/local" directory has gone 
out of use or shouldn't be used any longer for local customizations.

I believe the point of that step is that you need to make sure to merge 
any JSP changes between 1.3.2 and 1.4.x into any of your localized JSPs 
(in jsp/local).  In addition, you should obviously be maintaining your 
"jsp/local" directory under a local copy of the DSpace source code.  So, 
it should be at:

[dspace-source]/jsp/local

(where [dspace-source] is the location of the uncompiled source code for 
DSpace)

In any case, we're using "jsp/local" at UIUC to still store all of our 
localized JSPs, and we're currently running DSpace 1.4.1.  So, I 
wouldn't worry that an upgrade to DSpace 1.4.x will take this 
functionality away :)
