I've released the first coherent draft of a proposal on
a complete renovation of the BitstreamFormat class and associated
infrastructure.  It is on the wiki at:

I'm planning to implement this proposal as part of the FACADE (see
http://facade.mit.edu/) project as the basis for improved digital
preservation tools.  It will be targeted at Release 1.6.  If you are
concerned about preservation, or just data format identification and
Bitstream technical metadata, I hope you'll read these pages and I look
forward to your comments.
