I believe that's just how the RSS functionality "works".  You can 
obviously configure the number of items displayed in your RSS feed (in 
dspace.cfg: webui.feed.items)

"webui.feed.items" corresponds to the number of recent submissions 
you'll see in the feed.

So, if you suddenly load 400 items and you have "webui.feed.items=5". 
Then you'll end up seeing the last 5 items loaded, but not the previous 
395 in the bulk load.

Since it's dynamically generated at the exact moment that your RSS 
reader asks for the feed, it just returns the last ___ items added, 
based on the "webui.feed.items" setting.

Does that help clear it up at all?  Or is this not what you're seeing?
