I need to solve it also for my users in the coming weeks.
More specifically, we have multilingual documents for which there are multiple titles (one for each language) and abstracts.

There is no way to choose the language qualifiers during submission. The dc.language property is allways used, it even overwrites template settings for some metadata.
This is still on the ToDo-List for i18n of DSpace.

The metadata field dc.language might be set for a collection in the template. There is no way to generally set dc.language.
