My best bet is that you did not set up your system for sending email.
You may try to send a mail from the command line using mailx or something equivalent. If it works, then check your dspace.cfg for mail settings. If you are not clear about the problem, then send more information about your system setup, the appropriate snippet of dspace.cfg and the error message that appears in the dspace logfile to the list.
