Hello, I had a similar discovery. What I learned is that the item retains the permissions that were in place when the item was ingested. I had to go and reset the permissions for the "old" items within dspace-admin/authorization. I used the Advanced/Item Wildcard Policy Admin Tool (more than one item at a time). It was a little confusing to use (I'm a new user). With the Advanced tool, be careful of whether you are changing the item or the bitstream. You may want to work out your procedure in a test instance before trying it on your production side.
