The way that comes to mind is to login as admin. Go to the dspace-admin page, then select Items from the list of options on the left bar, search for the item you are investingating, then when you get to the item page click on "Edit Item's Authorizations...", look at the page displayed and see what what group is given READ permissions on the bitstream. You'll then have to check if the user is a member of that group. If the group is Anonymous, then every one has access to read the item.
A collection has a default_bitstream_read which is assigned to a group ( by default, the Anonymous group - which means every one ), and what this means is that when an item is deposited to that collection, the READ permissions given to bitstreams will for members of that group.
