Thank you for directing us to the handle system proxy server. That is
certainly a tool that we will be able to utilize in the future. As you have
discovered, we were able to resolve our handle resolution issue. I wanted to
quickly outline the steps we took for the mailing list.
1. Changed all settings with the old URL to the new URL in the
configuration files
2. Restarted dspace
3. Performed full rebuild of dspace with new configurations in place in
the dspace source directory
4. Followed instructions under step 1 of
http://sunsite.utk.edu/diglib/dspace/#handle
5. Rebooted the host machine
My guess is that the reboot was the trick. But then again, any of the steps
previous to that could have been necessary in conjunction with the reboot.
All is well now and I would like to thank everyone for their help.

We have moved hardware too recently, and did the same as you - took the IP
address to the new machine.
I've had a look at your DSpace installation and it seems to be working now.
However, if you have trouble again in the future, you can always try out the
Handle System Proxy Server that will be running when you start the handle
system:
http://kb.osu.edu:8000/
This will help you interrogate your handle system. For example enter a valid
handle (1811/5859) and tick the 'Don't Redirect to URLs' box. You can then
see what the handle system thinks it should redirect to.

It is based on IP addresses for the reasons you describe.
