Jeff - I've seen this as well. I'm new enough to DSpace/Manakin that I wasn't sure if that was the expected behavior, or if the staff member should indeed be able to add the items.
We investigated a little bit, and if I recall correctly, it was only happening with the Manakin inteface. The default DSpace interface did not have this problem. If it's the same issue on your end, maybe we should open a bug report on this so that the issue is tracked and clarified or resolved.
