One of the primary reasons behind the configurable submission was an 
attempt to make it much easier to create your own custom "steps", and 
add those into your local submission process.  More on this at:

(The above link is just a direct link to the 
[dspace]/docs/submission.html file which will come with DSpace 1.5)

So, you are correct that currently there are separate "upload" and 
"describe/metadata" steps.  But, eventually, someone could try to 
combine them into a single custom step.  I don't have any particular 
plans for this in the future, but others out there may (and are welcome 
to take it on).
