Damian, At this point in time, there is no ability to select from various submission forms within DSpace, even with the Configurable Submission in DSpace 1.5.
With the Configurable Submission you could build different submission forms for different Collections in DSpace (however, it's still just a one-to-one match between a collection and a submission form). At this point the Config Submission really just lets you rearrange "steps", or create your own custom "steps" in the Submission process. I'm hoping that in a future version of DSpace we can expand upon the Submission process even further to support your idea (because I definitely understand the need).
