It's labeled "preliminary" because it was very obviously incomplete, and, I thought, inadequate as written. Since the QDC crosswalk was a spin-off not really needed by the core project, I couldn't spend much time on that and apparently there hasn't been any interest in the community in improving it since.
The essential problem is that some of Dublin Core elements and qualifiers in the set initialized by DSpace (which mostly came from an *early* DC Library Application Profile) are no longer supported by DCMI (or perhaps they never were), so the official XML schema has no mapping for them. The DCMI XML representation is not derived directly from the element/qualifier model, so there isn't really a straightforward way to add mappings for terms without risking collisoons later -- except by writing your own schema that inherits from DCMI's, perhaps. For the latest DCMI schemas and some historical notes, see http://dublincore.org/documents/ I recommend starting a page on the DSpace wiki if you come up with any improvements, or submitting a source patch. Of course, if you add metadata fields to your DSpace, you can add mappings for those in the QDC crosswalk, even if they aren't in the "dc" schema. Also, since the XSLT-driven crosswalks are a technically superior solution, there may be some pressure to phase out all the crude table-driven crosswalks like this and turn them into XSLT.
