I'm looking at the release notes for 8.3:

Specifically, "Non-character data types are no longer automatically cast
to TEXT" so the issue is that we're passing an integer to a operator /
function that's expecting text (looks like a simple equality test) and
it's no longer being automatically cast. We'll need to add in relevant
::text casts throughout the code.
