Mark, I double checked the instructions. They work.
Using the instructions I was able to do a fresh install of sword. I believe you are referring to the .war file inside the target directory which can not be used. You have to used the expanded war directory as shown in the instructions. You're right about the long term fix, but I think these instructions are easier for people who just want to try out sword with out editing any pom files.
