Hi Con, a more decentralized management of auth in DSpace is a really common need... my old patch "[ 1373613 ] Authorization system: delegate admins" (http://sourceforge.net/tracker/index.php?func=detail&aid=1373613&group_id=19984&atid=319984) is about this topic. It allows collection and community admin to change permission on owned items. The patch was write for 1.3.2 but I know that others use it also with 1.4.x with only few changes. I have plan to work on it for future integration but at the moment I have not enough time... (I hope to be more active in the comunity from september/october).
