Hi Con,
a more decentralized management of auth in DSpace is a really common need...
my old patch "[ 1373613 ] Authorization system: delegate admins"

is about this topic.
It allows collection and community admin to change permission on owned
items. The patch was write for 1.3.2 but I know that others use it also
with 1.4.x with only few changes.
I have plan to work on it for future integration but at the moment I
have not enough time... (I hope to be more active in the comunity from
september/october).
Anyway if you or some others can work on the patch for update it or use
it as start point I will very happy to help as I can.
Best,
Andrea
