Hello Hamish, It is an ant target run by calling "ant init_configs" in the [dspace- source]/dspace/target/dspace-1.5.0-build/ where the build.xml ant script has been placed, you do not want to run it in [dspace]/ because it copies the configuration from the relative location.
Install-configs no longer exists because that functionality is gone and replaced by maintaining your configuration in the [dspace-source]/ dspace/configs directory instead, which is then appropriately processed by the init_configs in the ant build.
