That is my thought as well.  It sounds to me as though PostgreSQL was
unable to complete the shutdown process.  In such a state, the
"database system is shutting down" message makes sense: no new
connections are accepted because the monitor is trying to get rid of
all connections and exit.

If this happens again, I would suggest looking for other connections
to the DBMS and find a way to close them.  You might want to enable
more logging in PostgreSQL, if this continues to happen, and see if
you find any clues there.
