Below is a very useful link for anyone who's had trouble getting Apache
Tomcat 5 installed with the error:
Failed to install tomcat 5 service
Check your settings and permissions
Abort Retry Ignore

The "Install, Ignore Error, Uninstall, Reboot, and Reinstall" option worked
for me personally.
