Rebert is this issue are resolved in Dspace 1.5.1 xmlui?

I'm installing an English/Arabic instance for dspace 1.5.1. I'm using
message.properties  (default) and messages_ar.properties

by default Dspace (JSPUI) is in english, the UI is left aligned (Navigation
Bar in the left side). when I switch to Arabic, the UI alignment still at
left. As you know Arabic language like other languages is Right-to-Left
(RTL).

my question is if Dspace 1.5.1 can be configured for RTL languages? if no,
should  I modify  JSP pages to include  dir = "RTL" ?
