Finally I found an answer to my own question: There is a configuration  in
Messages.properties, which points to the news-files. An in the 
Messages_de.properties from the German language pack they are pointing  to
the English files...

It would be nice if the docs made a statement about Messages.properties 
that there are not only "messages" in, but path settings too.
