You typically don't want to rely on that for your repository. Referrer URL
may not be reliable (easy to spoof too).
If you have SSO enabled (such as Shibboleth, SAML, etc), you can use the
stackable authentication to satisfy this (I've posted Shibboleth extension
for DSpace).
Otherwise, have a look at one of the authN module example provided in the
code, should be easy to do a custom one for your situation.
