Jesús, At University of Illinois, we are in the process of updating that "delegate admins" patch to DSpace 1.5.1 XMLUI. As soon as we have something stable, I'll definitely be making it available to everyone. I'm also hoping that I'll have a chance to make sure it works fully with the 1.5.1 JSPUI, but currently that's a secondary concern (as we're migrating to the XMLUI).
I'm hoping something will be ready by early next year, but it all depends on how much time I can devote to it.
