Possibly - but this wouldn't be standard network notation. You could (almost) achieve what you want by using the CIDR notation which is already built in to DSpace. - http://en.wikipedia.org/wiki/Classless_Inter-Domain_Routing So you could use 12.34.56.0/31 which would restrict you 12.34.56.0-128. This isn't quite as fine grained as you want, but just about.
