Hi Matthias You usually get the least elegant but the simplest option from me. If you want a bulk import done, then you could use the item importer/exporter, firstly to export collection A's items, then to import them into collection B with the --workflow flag. This will force items to be submitted through any existing workflow setup for collection B.
If you don't want the users to do command-line stuff you could always setup an interface to the item importer/exporter pretty easily. Hope this helps in some small way.
