Hi Zaya, if you want to use handles as persistent identifiers e.g. http://hdl.handle.net/2003/26015 you got to get a prefix from handle.net and register as a resolution service provider. There is a 50$ fee for getting the prefix and an additional annual 50$ fee for the resolving service see http://www.handle.net/service_agreement.html.
You can use dspace without having a real handle. Just don't create the handle as persistent identifier.
