It might be helpful to know the precise versions of the software you're using. Are you setting up DSpace 1.4, which is now somewhat old, or 1.4.2, the latest on the 1.4 branch?
The error text suggests that you are using a very recent PostgreSQL. Pg 8.3 removes some default type casting that older versions did. There may be some sort of mismatch between the JDBC2 driver and a recent Pg.
