This is a tougher question than it appears at first glance.

The "must have Dublin Core" stricture is a holdover from OAI-PMH.
Repositories that don't actually care about OAI-PMH can use any
metadata they feel like, subject to the limitations on metadata
storage in DSpace's database.

DSpace can store and make use of flat metadata, metadata that (like
Dublin Core) is expressible in key-value pairs. The key can be
compound, in the sense that "dc.contributor.author" is a compound key.
When this is enough, the way forward is to edit the Metadata Registry
and adjust JSPs/themes accordingly. Institutions working with ETD-MS
extensions to Dublin Core, for example, can proceed in this fashion.

DSpace cannot do anything natively with hierarchical, non-flat
metadata schemas. VRA Core is very non-flat. The most DSpace can do
with it out of the box is store a VRA Core file as a bitstream in the
associated item. Anything else will require some hackery. It might be
doable through a Manakin Aspect, or some sort of crosswalk (I confess
I've never been clear on what crosswalking can accomplish in DSpace),
but it might also need even more hackery than that; I will defer to
people who know the business logic better than I do.

The KULTUR folks might have some insight, although they're using
EPrints rather than DSpace as their back end.
